The Housing and Property Directorate (HPD) is an internationally supervised body mandated to regularise housing and property rights in Kosovo. The HPD was established by the United Nations Interim Administration Mission in Kosovo on 15 November 1999 to achieve efficient and effective resolution of property disputes on the territory of Kosovo and to provide creative and fair solutions for the many people of Kosovo whose rights to property have been affected by the recent conflict.

The HPD has three main functions:

research and formulating proposals on policy and legislative reform relating to property rights;

administration of abandoned residential properties;

settlement of specific categories of disputes involving residential properties.

An independent judicial organ of the HPD is the Housing and Property Claims Commission (HPCC). The HPD will operate as a temporary structure until the local courts and governmental institutions are able to deal effectively and impartially with property disputes.
